If you want to carry out regular international transport of passengers by buses outside the territory of the European Union, Norway, Iceland, Liechtenstein or Switzerland, you should obtain a special permit. Regular transport is the public transport of passengers at specified intervals and along specified routes. The place of departure should be in an EU member state, Norway, Iceland, Liechtenstein or Switzerland, and the place of arrival in a third country. Buses should be registered in the EU member state where the entrepreneur is based. If you want to obtain a permit from the Polish Chief Inspectorate of Road Transport, they should be registered in Poland.

An application for a permit to provide regular services outside the European Union should be submitted to the General Inspectorate of Road Transport in Warsaw. All vehicles indicated in the application must have previously been registered for the EU license. You will receive as many extracts of the permit as the number of vehicles you have registered for the license. The following documents must be attached to the application:
The amount of fees for the permit depends on the period of validity of the permit, as well as the number of initial stops on the territory of Poland. The fees for the permit for regular transport, performed by bus in accordance with the timetable containing one starting stop on the territory of Poland, are as follows:
The fee is paid to the bank account of the General Road Transport Inspectorate. The fee applies to each partner reported in the application. The title of the transfer should include the tax identification number of the Polish entrepreneur, as well as the full name of the foreign carrier and the title of the transfer "linia poza UE trasa" (line outside the EU). In the case of acting through a proxy, an additional stamp duty for the power of attorney must be paid in the amount of 17 PLN. If you submit a complete set of documents and issue a positive decision, you will receive a permit and excerpts for the Polish company and the foreign partner (carrier).
